Official correspondence between government agencies affiliated with the Houthi group in Sana'a revealed the spread of respiratory and dermatic diseases in two interests of the prisoners in light of the bad conditions experienced by the reforms in Yemen due to the conditions of the war.

Official notes obtained by Al -Jazeera Net approved between the Ministry of Interior and Health and the Presidency Foundation in the Houthi government, with 38 cases of respiratory infections, Sel, Al -Jadifiya, Al -Bazzam and Al -Sagab in the Revolutionary Reserve Prisons and Alawiya in Sanaa.

Official documents say that the story started at the end of last January when the Prison Authority addressed the leadership of the Ministry of Interior with the presence of 18 cases of tuberculosis in Alaya prison, and 20 cases in the Revolution Prison.

A infection spread and death

Prisons without ventilation or medical staff

Detainees demanding care

The detainee Qaboos Youssef Al -Shami explained that the prison doctor decided for him in order not to develop kidney failure, but those in charge of the prison did not allow him to do so even at his own expense, according to the lawyer Sabra.

The Prison Organization Law No. 48 of 1991 is required to department of prisons to take into account public health within the prison, treat prisoners, provide them with health and preventive care, and appoint specialized doctors in coordination with the Ministry of Public Health.

Article 24 of the law states that the instructions and observations of doctors in the health, preventive, therapeutic and food aspects of prisoners are considered to be executed for the prison administration, and if it is not possible to implement due to the lack of capabilities, they must be referred immediately to the minister to surround and direct it.

Claims to release

Lawyer Sabra confirms the necessity of release the detainees as a humanitarian aspect, especially the political detainees opposed to the Houthi group, which attributed to them fabricated charges that are not based in reality and were forced to recognize them under torture, which was the cause of many diseases that they suffer from today, he said.

His patience is afraid of severe secrecy on the Corona epidemic and the occurrence of disturbing surprises in this aspect in the absence of the Houthi group from the cases of injury to people who are outside prisons, which makes the status of the detainees surrounded by secrecy and confidentiality so that it does not face any pressure to release them, as he put it.

The government holds the Houthis responsible

For his part, the spokesperson for the legitimate government, Rajeh Badi, held the Houthi group responsible for the bad conditions of the detainees in the prisons of Sanaa, especially with the outbreaks of epidemics and the Koruna.

Badi added that the Houthi militia relied on the detention of detainees in unhealthy places and some unknown, and in arbitrary detention conditions, where censorship and the right to reach them by the relevant human rights organizations are prohibited, whether local or international.

He pointed out that many of the detainees released came out with multiple diseases due to torture or malnutrition and lack of hygiene in the places of detention and depriving them of medicine and health care.

Badi called on the International Red Cross to visit prisons, provide protection for detainees and detainees, and to provide an environment that preserves human rights and their lives in reforms and detainees.

He stressed that the tragedies of the Houthi prisons do not stop at the deterioration of the health conditions.

Badi called for the speedy release of political and civil detainees pending war, especially with the outbreak of the Korona and epidemics in light of the policy of concealment and lack of transparency that the militias take towards the spread of the Corona epidemic in their areas of control.

Houthi position

The Houthi group evaded the response to the content of the documents and was satisfied with the suggestion of efforts to improve the health situation, considering the spread of some diseases as usual due to the conditions of reforms in the conditions of war, siege and lack of capabilities.

Colonel Naguib Al -Ansi, Director of the Security Information Center at the Houthi Ministry of Interior (unrecognized), avoided the frank comment on the content of documents that reveal 38 cases of injuries between the prisoners with respiratory diseases, but he said that infectious diseases appear in prisons and disappear from time to time, and they are always controlled.

Al -Ansi considered in his talk to Al -Jazeera Net that this is the case of Yemeni prisons permanently for decades, as it was built with a limited capacity, and it was not expanded, which made it crowded with the prisoners.

He pointed out that there are efforts to improve prisons from health aspects and absorptive ability in light of the difficulties of the scarcity of capabilities and lack of resources due to war and siege.

In addition, a spokesman for the Houthi Ministry of the Houthis, Brigadier Abdel -Khaleq Al -Ajri, denied the spread of any diseases or Corona virus in prisons, and told Al -Jazeera Net that he might coincide with a patient with asthma, chest allergy or common diseases that are being employed by opponents to a different use of reality.

He pointed out that the Ministry of Interior is keen to implement all appropriate health procedures in prisons and all places of reservation as much as available, from cleanliness and checks, including isolating any suspicion and providing health care according to the agreed criteria.

On the status of the detained prisoners, Al -Ajri said that the prisoner’s file is within the jurisdiction of the Prisoners Committee, but he indicated that all of them are healthy health, and that his powers - according to high directives - are announced immediately if the health of any prisoner is valid, and it is clearly demanding that he be taken out for treatment outsideThe country, if necessary, as happened with the Saudi prisoner released earlier.

Red Cross: ready to help

For his part, Bashir Omar, a spokesman for the International Committee of the Red Cross in Yemen, says that they do not have information about the details of these documents, but if the prison prisons are asked to assist, they will evaluate the situation to carry out the required intervention.

Omar explained in his interview with Al -Jazeera Net that caring for the prisoners is one of the tasks of the state and the prison authorities, and if these bodies are unable due to a shortage of capabilities, the International Committee of the Red Cross provides assistance at the request of the authorities and in coordination with them.

Omar stressed that the doors of the International Committee of the Red Cross are open to all powers in various regions of Yemen, and in the event that needs appear in the places of detention, they will visit, evaluate the need and provide assistance, indicating that they usually visit prisons in coordination with the relevant authorities and intervene or treatment if necessary.
